ANNUAL PARISH MEETING APRIL 27TH 2008

CHAIRMAN’S REPORT

APRIL:

· The Calor Village of the Year presentation took place on April 16th with most of the village organisations present.

· A quotation was obtained for lighting at the Chantry Car Park and Highstreet, but due to costs involved at £6700+VAT no action was taken.

MAY:

· It was agreed at the Annual Parish Meeting to purchase land from the Crown for Youth Football practice and Cemetery extension at a cost of £6000.00

· No decision was reached concerning the future of the Pound Playing Field.

· 3 Visitors including the Mayor, arrived from Lack, Poland

· Village Website updated.

JUNE:

· Bromham won the Village of the year Competition for the South of England with prize money of £2000.00 with another £500 for winning the best category for Senior parishioner’s amenities. As on of the five finalists the next round will take place on

July 5th. Presentation of awards will take place at Skinner’s Hall, London in September.

· Government re-organisation for a unitary council proposed.

· Seend Shuttle – Melksham Service, it was agreed to cancel the Melksham run due to running at a loss and insufficient passengers. The Devizes service will continue.

· New revised Code of Conduct was adopted.

· It was announced that HRH Prince of Wales and HRH Duchess of Cornwall would be visiting Bromham on July 17th- The Duchess’s 60th Birthday, to see the completion of repairs to the Bayntun Chapel ceiling and meet village organisations as the result of winning the south west region Calor Village of the Year Competition.

JULY:

· Final round presentation for the Calor Village of the Year competition took place on 5th July, a wonderful turnout of parishioners and organisations. Results in September.

· Royal Visit 17th July, magnificent turnout despite weather on the Village car park; a tree was planted in front of the Social Centre, and a photo album for 60 photos was signed by the Royal Visitors. A DVD was also produced by Calor.

· Special Meeting on July 25th with out local police officers for a feed back on the house to house consultation carried out at Minty’s Top and the Village centre (55 completed forms) The three issues highlighted as a result were Anti-social behaviour, speeding traffic and parking issues.

SEPTEMBER:

· Cost of WCC road junction improvements on the A342 Melksham junction cost £227.000. Lay out still under investigation.

· 10 Visitors from Ingrandes arrived on September 15th.

· Request for the Jubilee gate to be made wider for carnival events.

· Calor Awards –attended by RH and PP. Allendale in Yorkshire with Bromham one of the four runners up. Plaque and £2500.00 prize money received.

NOVEMBER:

· R S Sanders garage closed after 47 years.

· Rumble strips at the Chantry installed after consultation with residents.

· Royal Visit Evening with showing of DVD and Photos of the day.

· Borrowing Approval applied for £60,000 as agreed at a Special Parish Meeting on 8th November, for the provision of a 40 space car park to the rear of Breach Close and purchase of land agreed at the Annual Parish Meeting in April. MWF agreed to pay an annual maintenance fee towards the upkeep and use of the car park

· Precept agreed at £32,000 an increase of 2000 to cover repayment costs for loan.

· Raby gifts of £5.00 were given to 61 parishioners, delivered by D Powney.

· Other donations to local organisations =£1065.00

· Mr R J Breach and Mr R Paget resigned as Councillors.

DECEMBER:

· Tribute was paid to the late Mr R J Breach remembering his 55 years service as a parish Councillor.

· Request received for a water tap for the Allotments.

· Proposed Re organisation of local government –Unitary Council agreed, legislation now in place.

· Bromham Post Office not one of the 2500 recommended for Closure this time.

JANUARY:

· 5 Letters of application received for the 2 councillor vacancies as a result, Paul Mortimer and Stuart Roach were co-opted.

· Borrowing Approval received for car park and land. £60,000 cost of car park = £54,000. Land = £5000 play equipment £6000, KDC grant approved for £2700 for play area refurbishment.

· Cemetery Caretaker received wage increase – first in three years.

FEBRUARY:

· Pound Play area, following an inspection by Wicksteed it was decided to keep existing equipment and update the Social Centre equipment to comply with the Disability Act.

· Rats at the Pound allotments attended to.

MARCH:

· New councillors attended a course on 15th March.

· Following discussions and meetings on site at the A342 Melksham junction, WCC to alter and erect new signs to improve this junction.

· Footbridge No. 5 to be repaired by WCC, also work to be carried out on the Butts Council track.

· B Avery to produce a new Ariel photo of the Village.

· Parish Council agreed to the Devizes Continental Flying Club for Pigeons siting a store/building at the rear of the Social Centre.

· Twinning Committee are planning visits to Avoca, Ireland and Ingrandes, France this year.

· 27th March PWLB 20 year loan of £60,000 received @ 4.60% fixed rate.
