PARISHIONERS 10 MINUTES: Letter submitted – correspondence received from WC to C Jones concerning the accident on the A342 pavement. RH to reply on behalf of the PC. Supporting Miss Jones’ claim.

 

3.

PC MINUTES TO BE SIGNED – 9TH November, 2009 –signed as a true record AIF   Policy Meeting Minutes 10th Nov 09- signed as a true record. AIF.

ACTION UPDATE FROM MINUTES: 9th November 09

·         WC - Pavement  Roughmoor to Rowde ––Roughmoor signs: meeting took place  with 2 WC reps. Mark Stansby to address signs in the next financial year. PC could pay if required before then! CLARENCE: lights and road repairs  no action – on going. Westbrook: on going.  Stills Pond:  flooding: problem appears to be solved A342 Melksham Junction: signs etc discussed at the site meeting, to be addressed.          

·         Ariel Village Photograph: on going due to other commitments.

·         Holly Tree @Hawkstreet: JB to trim.

·         Calor Prize Money- Hawkstreet notice board: condensation and doors reported to D Fillis to rectify.  Stone plaque Quotation: PP & RH ordered stone with inscription from Windsmere Stone & Granite LTD who will also install.

·         Breach Close - Road /Car park: on going.

·         Wyatt’s Lake: some activity, but general visible improvement to the site. 

·         R Cowdrey Memorial Seat: 2 seats purchased, one to be sited on the Village Car Park with memorial plaque to be provided by Mrs Cowdrey;  the other location yet to be confirmed. AB/PP?

·         Jubilee Field Gate:  on going

·         Chittoe Trees: reported to local authority.

·         Lights at Jockey Lane /Pound Footpath/Pound bus shelter:  reported to Clarence.

·         Jubilee/Millennium Field, New Road complaint action:  Trees have been trimmed to the rear of properties in New Road, the position of the goal posts altered.

       Hedge along New Road has also been trimmed with dead trees removed by N Paget.  

·         Trees at Yard Lane: 4 Larch trees have now been planted by N Paget.

·         WC Green Machine: RH to contact Spencer Drinkwater.

Policy Meeting Minutes 10th November 2009: Action Update:

5.

DEFIBRILLATOR UP DATE:  The Area Board has deferred a decision concerning the grant application for £5,000. JP has discussed concerns raised with Jonathan Gale.  Sarsens are unable to donate funds.  British heart Foundation has donated all funds for this year. GRANT FORMS: Community Chest forms to be completed. COMMITTEE MEETING: on going.

£200 Donation promised by the Indoor Bowls Club.

ALLOTMENTS – APPLICATIONS: Mr P Davis has been in contact with DP who might consider vacating a plot in April. NEW PLOTS.-NEW ROAD: on going  MARKER POST:  on going DF. Report received concerning farm vehicles now driving across two plots.

PLAY AREA REPORT: Health walker not yet returned.  RH

Steps on the multi play item at the Pound have not yet been repaired, although reported.

PARISH PROPERTY REPORT: weekly inspection report signed by councillors. NOTICE BOARDS: High street board repairs now completed – many thanks to Mr Collens. Hawkstreet Board DF. GRAFFITI: on going.  FLAG POLE: removed for Christmas tree. Lights- thanks to J Drew and the PCC.  POUND BUS SHELTER LIGHT: PB to follow up.

9.

TRANSPORT UPDATE: AGM REPORT: KM reported that the Shuttle is being well used with sufficient passengers to cover running costs. One of the long term drivers is about to retire, which could engage more use of the Bromham volunteer drivers. The provision of the Shuttle discussed, the bus has been replaced through the provision of grants three times.

PURCHASE OF CROWN LAND UPDATE: paperwork has been forwarded to the Crown by Wansbroughs.

SOCIAL CENTRE REPORT/TRUSTEE DEEDS: Located and a copy promised.

PRECEPT CALCULATIONS 2010: Calculations/projected spending provided by RH for 2010/11

at £33351.00.  Although self funding since 1974 the rising running costs and future financial implications of the Social Centre upon the Parish Council were discussed.  RH to provide list of Village Hall grant schemes available for the SC committee with regards to new heating boiler etc..  It was also suggested that awareness of the amenities on offer should be made more available i.e. using the village website and parish magazine with a request for a donations from the Carnival Committee (who reported having funds still available) also being an option.

It was reported that the heating system/boiler was to be investigated due to poor efficiency recently.

RH also reported that the quarterly finance reports and annual report checks had not been received.

The cost of repayments for Breach Close car park will now be completely funded by the Parish now that a maintenance donation has ceased. Following further discussions it was proposed that the Precept should be set at £32,000.00  an increase of £2000 from last year, PRO PB  SEC JP  AIF.

RABY GIFTS TO BE DELIVERED: Councillors agreed to deliver in there areas.  Many thanks

 

15.

TWINNING COMMITTEE REPORT :The 1st meeting of the committee to elect Officers and have a social evening to share photos etc will take place at the Homestead, Durlett on 22nd Jan. 10

 

16.

PLANNING APPLICATIONS:

J Few, The Firs, 93 Netherstreet: (including listed planning consent) demolish conservatory and rebuild new garden room, creation of pitched roof over front entrance, kitchen and utility room.  NO OBJ

Mr Mrs D Johnson, Field, Melksham Road, Westbrook: change of use from agri. to equestrian. Erection of stables and ménage with parking area for horse box and vehicle. (resubmission)

Comment: PC concerned about the adequacy of  drainage system off of a hard surface and known flooding in this area.

·         Footpath adjacent to Cemetery wall:  trees overhanging the cemetery wall.  BB/PP

·         Query – who owns Clackers Brook? –Bristol Avon Authority.

·         Jubilee Fence, New Road: requires attention/repairs. DF/PP

·         Refuse in lay-by at Wyatt’s Lake: reported and cleared. Request replacement bin. Mr Hussey/RH

·         Yard Lane banks: slipping into the road –banks need scraping  Overhanging trees- new owners?  Contact Peter Hanson –WC Highways.

·         Mobile phone for Mrs Brown? PB to check (required when working alone)
